COMMISSIONERS’ COURT

SPECIAL MEETING

MAY 25, 2018

 

 

The Titus County Commissioners’ Court, after notice posted in the manner, form and contents as required by law, met in Special Meeting on Friday, May 25, 2018 at 9:00 a.m. in the Titus County Courtroom, Room 205, located at 100 West 1st Street with the following members present:

1.      PUBLIC COMMENTS AND/OR REQUESTS FOR INFORMATION ON NON-AGENDA ITEMS IN ACCORDANCE WITH SECTION 551.042, TEXAS OPEN MEETINGS

There were none.

 

2.      CONSIDER AND POSSIBLY APPROVE MINUTES FROM MAY 14, 2018 REGULAR  MEETING OF THE COMMISSIONERS’ COURT

Motion was made by Commissioner Applewhite and seconded by Commissioner Fields to approve minutes from May 14, 2018 regular meeting of the Commissioners’ Court.  Motion passed unanimously.

 

3.      REPORT FROM ROAD ENGINEER (ROGER LEDBETTER)

Mr. Ledbetter reported that he is ready to sealcoat CR 1065 and sections of CR 1915 & 1920 with base repairs beginning the end of next week.  Sealcoating will start on CR 1200 covering approximately 2-1/2 miles the first of June.  They will raise a section of the road bed on CR 1200 where water has been collecting.  The last FEMA repairs were done on CR 1220 and CR 4510.  Mowing will begin again next week in Precincts 1 and 2.  Crews will continue patching potholes through the summer months.  In conclusion, Mr. Ledbetter thanked the Commissioners’ Court for the new water truck that is now in operation and working great.

 

Tabor Construction Company has contracted with the state to do repair work on FM 3417 starting next month and would like permission to park their vehicles in front of the Precinct 2 barn.  Commissioner Fields sees no problem with this request as the shop would be locked and they would be parking in front.

 

4.      DISCUSS AND POSSIBLY TAKE ACTION ON MANAGEMENT OVERSIGHT FOR MAINTENANCE SHOP

Last fall, Commissioner Applewhite was appointed to be in charge of the maintenance shop until the first of the year. 

 

Motion was made to move management oversight for the maintenance shop to Roger Ledbetter by Commissioner Riddle and seconded by Commissioner Parker.  Motion passed four to one with Commissioner Applewhite voting nay. 

 

5.      CONSIDER AND POSSIBLY APPROVE A 35 MPH SPEED LIMIT ON CR 2920 (COMMISSIONER FIELDS)

Motion was made by Commissioner Fields and seconded by Commissioner Applewhite to approve a 35 MPH speed limit on CR 2920 from Vaughn’s Catfish to Hwy 21.  Motion passed unanimously.

 

 

 

 

6.      CONSIDER AND POSSIBLY TAKE ACTION ON REQUEST FOR MOWING NEAR THE EMERSON CEMETERY

Motion was made by Commissioner Fields and seconded by Commissioner Riddle to approve request from Mr. O. C. Hill for mowing near the Emerson Cemetery.  Motion passed unanimously.

 

7.      DISCUSS AND POSSIBLY TAKE ACTION ON HAIL CLAIM AND RELATED DAMAGE TO COUNTY BUILDINGS AND EQUIPMENT

Commissioners’ Court discussed the 240 page report received from Texas Association of Counties (TAC) assessing the damage to county buildings and equipment due to the most recent hail storm.  Abercrombie, Simmons & Gillette, Inc. performed damage assessment to Titus County buildings and equipment in the amount of $52,684 after depreciation.  After a $10,000.00 deductible, Titus County received insurance check in the amount of $42,684.00.  Over half of the damage was sustained by the Sheriff’s department.  (SEE ATTACHMENT 01 – TAC REPORT) (SEE ATTACHMENT 02 – DAMAGE ASSESSMENT)

 

Motion was made by Commissioner Parker and seconded by Commissioner Fields to authorize Commissioner Riddle to work with TAC and the adjustment company to identify priority needs and arrange for local contractors to make repairs once approved by Commissioners’ Court.  Motion passed unanimously. 

 

Second motion was made by Commissioner Applewhite and seconded by Commissioner Fields to authorize Sheriff Ingram to begin his repairs immediately utilizing the portion of the monies related to his damage from the hail claim.  Motion passed unanimously.

 

Third motion was made by Commissioner Fields and seconded by Commissioner Parker to allocate additional funds from the insurance check to allow Sheriff Ingram to use over and above his prorated amount up to $32,000.00 to complete repairs for hail damage.  Motion passed unanimously.

  

8.      APPROVE ORAL AND WRITTEN REPORTS OF COUNTY OFFICIALS

Motion was made by Commissioner Parker and seconded by Commissioner Applewhite to approve oral and written reports of county officials.  Motion passed unanimously. (SEE ATTACHMENT 03)

 

9.      CONSIDER AND POSSIBLY APPROVE TREASURER’S REPORT

Motion was made by Commissioner Applewhite and seconded by Commissioner Parker to approve treasurer’s report.  Motion passed unanimously.  (SEE ATTACHMENT 04)

 

10.  APPROVE BUDGET AMENDMENTS

Motion was made by Commissioner Fields and seconded by Commissioner Riddle to approve budget amendments #25 and #26.  Motion passed unanimously.  (SEE ATTACHMENT 05)

11.  SIGN PAY ORDERS AND APPROVE PAYMENTS

Motion was made by Commissioner Applewhite and seconded by Commissioner Parker to sign pay orders and approve payments.  Motion passed unanimously.  (SEE ATTACHMENT 06)

 

12.  CLOSING COMMENTS BY COUNTY JUDGE AND COMMISSIONERS, IF ANY

Judge Lee announced that there will be a celebration at the Civic Center at 10:45 a.m. today to unveil the Vietnam Veterans’ Memorial signage with lunch to follow afterwards. 

 

The Workforce and Economic Prosperity Summit for the Northeast Texas Regional Alliance will be Wednesday, June 6th, 2018 from 8:00 a.m. to 1:30 p.m. at the Mt Pleasant Civic Center.  Registration is $23.00 if made by May 30th and $30.00 after May 30th.   (SEE ATTACHMENT 07)

 

Commissioner Fields had two (2) items to comment on.  The first comment was on the sealcoating on CR 1065.  He would like to be there and offer his help and show some things that have to be done and believes that they can do up to 3 miles per day.

 

The second comment was that Roger Ledbetter is over the shop and any complaints should be addressed to him.
